I noticed Indigo misbehaving and restarted the whole computer. Indigo didn't quite come up - it seemed like it was rolling for a while, but it got to "Starting triggers and schedules" and then froze. This was when I looked around and noticed the LED on the Insteon PLM was red. As soon as I unplugged it, Indigo recovered, and then saw it for real when I plugged it back in, but that accounts for the ten-minute delay in the logs at startup:
