Just to tie this off - essentially the issue here lay with the now fairly old Homekit Bridge plugin which will not work on Indigo 2023.1 given it is python 2 only. And given OS17 changes and HomeKit demands, security changes probably at risk of stopping working at anytime for most.
Homekit Bridge and HomekitLink Siri (this plugin, which is completely differently and solely Python based; with no homebridge needed to be run) can run at the same time if you really wish on <2023.1
Homekit Bridge - will not work at all on 2023.1 as is Python 2 only.
Removing non working devices and complete bridges in Home App is the best first step. As Homekit caches devices in iCloud and without removing them in Home app first can re-appear and cause issues.
There is no migration of HomeKit Bridge plugin devices to HomekitLink Siri plugin devices. I did consider it, but to quote Jay was non-trivial and device types and states are not immediately convertible and most need user input ideally. And as others have mentioned - there is also no avoiding re-setting up in Home App (as to the Home app they are all new devices with new security key pairing etc). This setup in the Home app is typically the most time consuming.
