Well, that stinks. Sorry to hear it.
A couple questions: Firstly, what do you have as the limit set in the plugin configuration dialog? If you have that value set to something less than your API limit, the plugin should stop calling the API before the actual limit is reached. I recommend something a fair distance from the actual limit (say 900 instead of 1,000)--I have mine set to 400. Second, if you have multiple devices created, the lat/long values for the same location must be EXACTLY the same. If they are even slightly different, the plugin will consider that a new location and make another API call.
As far as I know, you're the only one that's reported this (I've checked my logs and haven't seen anything.) Hopefully, we'll be able to get you back on track quickly.
