Installing Cynical Global Cache Plugin
I dropped it in
./Indigo 6/Plugins and restarted Indigo, but I don't see it in my plugins menu...
Indigo 7 w/ Dual-Band 2413U PLM
macOS High Sierra 10.13.x
2011 iMac 3.4 GHz Intel Core i7

Put it on your desktop and double-click it instead. Indigo will then prompt you for permission to install and launch it.

May I request that "Manage Plugins" in the menu has some functionality to "Add" Plugins as well?
