Samsung EZLink Plugin Setup?

I’m using the recommenced cables but have no idea where to begin troubleshooting.
Appreciate any help getting it working.
Edit: Maybe if someone could just clarify how the serial port is created. Is it automatic when a device that needs one is plugged in?
